CHAMPS Registration Step-by-Step: How Michigan Home Help Caregivers Enroll

CHAMPS enrollment is the step where most Michigan Home Help families get stuck.

It's not that it's impossible. It's that the CHAMPS system wasn't designed with family caregivers in mind — it was designed for healthcare providers. When a family member trying to get paid to care for a loved one runs into it, the terminology is confusing, the process is unintuitive, and even small errors can cause weeks of delay.

This guide walks through CHAMPS registration step by step, in plain English. We'll also cover MiLogin (a separate system you need first), common errors, how to fix them, and what to expect for timing.


What Is CHAMPS?

CHAMPS stands for Community Health Automated Medicaid Processing System. It's Michigan's Medicaid provider enrollment system — the system that manages who is approved to provide services (and receive payment) under Michigan Medicaid.

Before a caregiver can receive payment through the Michigan Home Help Program, they must be enrolled in CHAMPS as an individual (non-agency) home care provider.

CHAMPS enrollment is separate from:

  • Medicaid eligibility for the person receiving care (that's MI Bridges)
  • The MDHHS in-home needs assessment
  • EVV setup (HHAeXchange)

All of those things can happen before CHAMPS enrollment, but the caregiver cannot be paid until CHAMPS is complete.


MiLogin vs. CHAMPS: What's the Difference?

This is one of the first sources of confusion.

MiLogin is Michigan's single-sign-on identity system. It's a username and password portal that gives access to multiple state services, including CHAMPS. You create a MiLogin account first, and then use it to access CHAMPS.

Think of it this way:

  • MiLogin = the front door key
  • CHAMPS = the building you go into

You need both, and you create them in that order.


Step-by-Step: CHAMPS Registration

Step 1: Create Your MiLogin Account

  1. Go to milogintp.michigan.gov (note: this is the "Third-Party" MiLogin for providers, not the same as the regular MiLogin)
  2. Click "Create Account"
  3. Enter your name, email address, and create a password
  4. Verify your email address through the confirmation link they send
  5. Complete identity verification (this may include answering security questions or providing additional ID information)

Common error: Using the wrong MiLogin portal. There is a MiLogin for citizens (used for MI Bridges and other citizen services) and a separate MiLogin for third-party providers (milogintp.michigan.gov). As a Home Help caregiver, you need the third-party provider version.

Fix: If you accidentally created a citizen MiLogin account, go to milogintp.michigan.gov and create a new account specifically for providers.


Step 2: Access CHAMPS

  1. Once you have your MiLogin account, go to michigan.gov/champs
  2. Click "CHAMPS Provider Login"
  3. Log in with your MiLogin credentials
  4. Once inside CHAMPS, you'll see the provider enrollment portal

Step 3: Start a New Enrollment Application

  1. In CHAMPS, click "Provider Enrollment"
  2. Select "New Enrollment"
  3. You'll be asked what type of provider you are

Critical choice: Select "Individual" provider type, and specifically the category for Home Help Individual or the equivalent individual caregiver category.

Common error: Selecting the wrong provider type (for example, selecting "Agency" instead of "Individual"). This will require starting the application over.


Step 4: Complete the Application

The application will ask for:

  • Personal information: Legal name, date of birth, Social Security number
  • Contact information: Address, phone number, email
  • NPI number: Individual caregivers typically apply for a National Provider Identifier (NPI) if they don't already have one. This is a free process through the federal NPPES registry at nppes.cms.hhs.gov. Some individual Home Help caregivers may use a different identifier — check current MDHHS requirements.
  • Provider agreement: You'll be presented with the MDHHS Individual Provider Agreement (MSA-1904) — read it and accept it electronically. This is your agreement with MDHHS to provide services under the program's rules.

Step 5: Criminal Background Check

CHAMPS will initiate a criminal history screening as part of the enrollment process. This screening is conducted by the MDHHS Provider Enrollment unit — it runs through Michigan State Police (MSP) records and ICHAT (Internet Criminal History Access Tool).

The check looks primarily for:

  • Crimes involving abuse, neglect, or exploitation of vulnerable adults
  • Certain felony convictions
  • Convictions related to Medicaid fraud

Important: Not every criminal record is disqualifying. The nature, severity, and timeframe of the offense matter. If you have something in your history, don't assume you're disqualified before checking.

The background check typically takes a few days to a few weeks to process.


Step 6: Wait for Review and Approval

Once you've submitted your application and the background check is processing, MDHHS reviews the application.

Typical timeline: 2–6 weeks from submission to an approved provider number, assuming no issues.

You'll be notified via the CHAMPS system when your enrollment is approved.


Step 7: Get Your Provider Number

When approved, you'll receive a Michigan Medicaid Provider Number (also called an NPI or individual provider ID). This number is what allows you to bill for services through the Home Help Program.

Once you have your provider number, you're cleared to start providing services and getting paid — assuming the care recipient's service plan is also active and EVV is set up.


Common CHAMPS Errors and How to Fix Them

Error: Application stuck in "pending" status for weeks The most common cause is an incomplete application — a field left blank or a required document not attached. Log back in to CHAMPS and check whether the application shows any incomplete items. If it all looks complete, call the MDHHS provider enrollment line to ask for a status check.

Error: Social Security number mismatch If the SSN entered doesn't match MDHHS records exactly (even a transposition of digits), the application may be flagged. Double-check the SSN entered and contact MDHHS to correct if needed.

Error: Wrong provider type selected If you accidentally selected an incorrect provider type, you may need to withdraw the application and start a new one with the correct selection.

Error: Background check flagged If the background check returns something, MDHHS will review it. Not all flags result in disqualification. You may receive a letter asking for clarification or additional information. Respond promptly.

Error: Email notifications not received Check your spam folder. CHAMPS sends notifications via email — if you're not receiving them, check the email address you registered with and verify it's correct.

  3. Billing submission — The agency (or you, if self-directing) submits the claim
  4. First payment — Typically arrives 2–4 weeks after the first billing cycle
